STRATEGY OF SOCIAL AND ECONOMIC DEVELOPMENT OF MUNICIPAL UNITS: EXPERIENCE OF THE ANALYSIS
The relevance of a research which results are presented in article, is defined by need of improvement of quality of strategy of social and economic development of municipal units. The purpose of work was implementation of the empirical analysis of real strategic documents of local governments of a number of Russian regions regarding assessment of their quality and identification of typical defects. On the basis of the methodological principles of creation of municipal strategy developed in the previous researches by authors the empirical research of 100 strategy of social and economic development of municipal units of 26 territorial subjects of the Russian Federation is conducted. Typical defects of strategic documents are revealed. In most cases the purposes of improvement of quality of inhabitants of municipality either aren't formulated, or are purely declarative or stand in the same row with the purposes of "economic development of the territory" which can be exclusive means of improvement of quality of life. The approachability of the objects set in documents the means specified in them is extremely low: in many cases in general there is no description of means of achievement of the goals, there is a mixture of the purposes and means, statement of numerous tasks which subjects of the decision is not the local government, but subjects which don't submit to him is observed. When local governments set tasks for themselves, many of these tasks are purely formal or irresponsible, and the described actions just can't provide achievement of purposes. At last, strategy don't provide change of administrative mechanisms of local governments which could provide realization of purposes. Results of a research can be used by preparation of methodical documents for local governments on development of strategy of social and economic development of municipal units and for public authorities of territorial subjects of the Russian Federation on maintenance of such development.
