IMPROVING THE MECHANISM OF FINANCING HOUSING CONSTRUCTION BASED ON A DIFFERENTIATED APPROACH

Abstract. The urgency of the problem stated in the article is due to the fact that despite the presence of a lot of scientific research on housing finance problems, there is currently no solution to this problem and there is a clear need to improve the housing finance mechanism based on a differentiated approach. The purpose of the article is to develop recommendations for improving the mechanism for financing housing construction based on a differentiated approach. Within the framework of this approach, recommendations and ways of forming financial support for various categories of the population are proposed. The hypothesis of the study is the possibility of using differentiated tools and methods in the process of improving the mechanism for financing housing construction to ensure affordable housing for certain low- and middle-income groups of the population. The article applies the following research tools: comparison, calculus of differences, a method of chronological and normative analysis, a logical method, as well as methods of induction and modeling. The differentiated approach is based on the methods of grouping and segmentation of population groups according to several attribute attributes. The article presents the segmentation of various population groups in order to improve their living conditions; identified the main elements of the housing finance mechanism based on a differentiated approach; аn algorithm has been developed for choosing a method of financing housing construction for various groups of the population in accordance with multi-attribute segments. The scientific novelty of the study is to develop theoretical and methodological guidelines for improving the mechanism for financing housing construction based on a differentiated approach that involves taking into account the characteristics of certain groups of the population in order to ensure affordable housing for citizens with middle and low incomes. The significance of the results lies in the fact that the developed recommendations can be applied at various levels, including municipal, regional and federal, which will allow efficient use of budget funds and improve the quality of life of the population. The materials of the article can be useful both for professionals working in the field of housing construction, and for teachers and students in economic fields.
