OVERTOURISM IN RUSSIA: RISKS AND OPPORTUNITIES FOR THEIR MINIMIZATION

Abstract. The article reveals the features of tourism development leading to the emergence of risks of anthropogenic load on nature, infrastructure, local population due to excessive growth of tourist flows, i.e. the so-called overtourism. The high significance of tourism in the modern standard of human life, creation of conditions for rest and rehabilitation, the importance of the tourism sector as a priority multi-sectoral complex of the national Russian economy increase the relevance of this issue. The purpose of the study is to identify the possibilities of regulating tourist flows to minimize the risks of overtourism in Russian regions. The study is based on the use of regulatory and legal provisions in the field of tourism, official statistics, materials of sample observations and surveys, comparative analysis. The novelty of the article is as follows: the dependence of the formation of the direction of the tourist flow on the level of economic, social, cultural and historical development of the region is shown; the results of the application of methodological approaches to assessing the risk of overtourism in Russian regions are summarized and analyzed; the need to take into account the throughput potential of the tourist and recreational resources of the region when determining the load of tourist flows is demonstrated; The limited possibilities of influencing overtourism by instruments for regulating tourist visitation to a region or a separate object are revealed; the possibilities of minimizing the risks of overtourism by regulating and managing tourist flows in the regions through a single information tourist space are considered. The main tasks that should be implemented during the development of a single information tourist space are formulated: full coverage of the Russian market, prompt placement and updating of data, ease of information search, the ability to take into account personalized consumer requests, effective interaction between business, government and consumers.
