ANALYSIS OF APPROACHES TO THE INTERPRETATION OF THE CONCEPT OF «REGIONAL INNOVATION POLICY»

Abstract. The article analyzes the complexity and ambiguity of the concept of «regional innovation policy», emphasizing its increasing importance in the context of dynamic development of the scientific and technical sphere and the growing need to ensure sustainable socio-economic progress of the regions, and also pays special attention to the problem of the lack of a single, generally accepted interpretation of this term, which emphasizes the importance of continuing the systematic search and development of theoretical foundations for innovation policy at the regional level. It is important that the challenges of our time are associated not only with the diversity of existing interpretations, but also with the need to develop methodological approaches that will be both conceptually sound and flexible for adaptation to various regional contexts and practical conditions.
The purpose of the study is to review various approaches to the definition of «regional innovation policy», identify their advantages and disadvantages, as well as concretize the theoretical definition of the concept under consideration.
In the framework of the conducted research, the methodological basis was a comparative analysis of the interpretations of «regional innovation policy», which allows to compare and identify both the advantages and disadvantages of various approaches of the authors to the definition, and there are three main approaches – institutional and legal, ecosystem and strategic. At the same time, the analysis of the interpretations given in the article made it possible to highlight that the systematic approach is the key one. Due to this, the following trends in the modernization of the concept under study were determined – this is the allocation of an independent concept of innovation policy, and not a subspecies of scientific and technical policy, the development and implementation of new interpretations related to innovation policy and innovative development in the legislative framework, as well as the substantiation of a systematic approach to the interpretation of the concept, goals, methods, means and instruments for the formation and implementation of innovation policy in the region to increase competitiveness to ensure the effectiveness of innovative development.
The main results and scientific novelty of the study include clarification of the definition of «regional innovation policy» through the prism of a systems approach, as well as highlighting the key principles of its formation and implementation – hierarchy of goals, regulatory framework, creation and adaptation of innovation infrastructure, coordination of interests of all participants in the innovation process. It is reflected that an effective innovation policy contributes not only to the growth of competitiveness and quality of life of the population, but also to the transformation of the socio-economic environment of the region.
The practical significance of the work lies in the possibility of applying the obtained results in the development of strategies, regulatory legal acts and programs for innovative development at both the regional and federal levels, as well as substantiated recommendations for the formation of a regulatory and institutional framework and a mechanism for interaction between key subjects of innovation, which helps to ensure the completeness of the innovation cycle and minimize risks in the implementation of innovative projects.
