DEVELOPMENT OF INTELLIGENT TRANSPORT SYSTEMS IN RUSSIA: PROBLEMS AND SOLUTIONS. NEW STAGE

Abstract. The situation with the development of intelligent transport systems (ITS) in Russia is characterized. The main problems of the development of ITS in our country are considered. The main attention is paid to organizational reasons, such as the insufficient role of the state, the lack of a strategic vision for the development of intelligent transport systems and the integration of ITS elements of various levels and owners, the underdevelopment of the industry business, imperfect mechanisms for the creation and operation of ITS, a lack of qualified personnel. Proposals for their solution are given, as well as priority measures necessary to accelerate the development of ITS in Russia.
