PUBLIC MANAGEMENT OF INNOVATIVE SUPPORT FOR IT COMPANIES: METHODOLOGICAL APPROACHES TO ASSESSING EFFECTIVENESS

Abstract. A key factor in increasing the technological sovereignty and competitiveness of regions in the digital economy is the development of state support for the IT sector. When implementing national projects to develop digital clusters at the regional level, it is necessary to apply scientifically based methods for assessing the effectiveness of state support for the IT sector. The effectiveness of existing forms of state support remains poorly measurable, which complicates the informed allocation of budgetary resources and the development of long-term policy. The aim of the authors’ study was to develop a comprehensive methodology for assessing the effectiveness of state support for IT companies. The research methods used in the study included systems analysis, expert assessment methods, AHP, correlation analysis, and statistical data processing.

This article develops a methodology for multifactorially assessing the effectiveness of state support for IT companies in Russian Federation constituent entities based on data from the Vologda Oblast. The methodology is based on four components: economic, social, innovative, and budgetary efficiency. The methodology involves calculating an integrated performance indicator based on a system of indicators and weighting coefficients determined using the analytic hierarchy process. The methodology was validated using a sample of 50 IT companies in the Vologda Oblast receiving state support and 50 IT companies not receiving it. The integrated performance indicator allows companies to be classified into four performance levels and differentiated management recommendations for each level. The proposed methodology is objective, transparent, and practical, making it promising for integration into a system for monitoring regional digital development. The methodology is recommended for implementation in the system for monitoring regional digital sector support programs. The research’s novelty lies in the development and validation of a comprehensive methodology for assessing the effectiveness of government support for IT companies using AHP and a control group, allowing for the evaluation of the impact of government support on overall market trends. Further research areas include expanding the methodology’s validation to other Russian regions with various forms of government support, integration with the Russian Ministry of Digital Development’s «Digital Region» platform, and automation of calculations through a BI system.
