CONCEPT OF FORMATION OF TRANSPORT CONTOUR OF MULTIMODAL TRANSPORTATION

Abstract. The article is devoted to the problem of unification of the transport industry of the Russian Federation in the context of digital transformation and the growth of the logistics load. The relevance of the study is due to the fragmentation of existing legal, technological and organizational solutions, which leads to an increase in delivery times, an increase in costs and a decrease in the efficiency of multimodal transportation. The purpose of the work is to develop a conceptual approach to the formation of a single unified transport circuit based on the integration of the legal framework, ontology, conceptual apparatus and system architecture.
As a methodological basis, systemic and ontological approaches, methods of analyzing the regulatory framework, as well as conceptual modeling of transport and logistics processes were used. The paper proposes a hierarchical model of unification of the transport industry, which includes four levels: legal, ontological, architectural and operational. Particular attention is paid to the development of a unified ontology of the transport and logistics system, which allows to ensure the semantic connectivity of data and processes, as well as the formation of a modular architecture that adapts to different levels of management.
The main results of the study are the justification of the need to move from fragmented digitalization to systemic unification, as well as the development of the concept of a single semantic and architectural framework of the transport industry. The scientific novelty lies in the integration of the ontological approach with the architectural design of transport systems. The practical significance of the work is the possibility of applying the proposed model in the development of digital platforms and intelligent transport systems.
In the future, research can be aimed at developing formalized ontology models and mechanisms for their implementation in government and corporate transport platforms.
