PROBLEMS OF INVOLVING THE RUSSIAN POPULATION IN SPORTS

Abstract. The involvement of the population in mass sports is the key to improving health, increasing life expectancy and promoting a healthy lifestyle. Current social programs in the field of physical education and sports are aimed at increasing the involvement of the population of different age groups in sports. However, there is currently a problem in Russia of falling interest in sports and a decrease in the proportion of people who are engaged in any sport in the total population of people who are able to lead an active lifestyle. This requires the identification of «failures» of the population’s involvement in sports and substantiation of measures to overcome them, which became the main goal of this study. The article presents the results of the analysis carried out by the authors using Rosstat materials on the Comprehensive Monitoring of the Living Conditions of the Population, summarizes the domestic and foreign experience of measures to increase the involvement of the population in sports. As a methodological toolbox, the grouping method for various socio-economic characteristics, a comparative analysis, international comparisons are used. The results of the analysis indicate that two groups of people are least involved in active mass sports: young people after graduating from educational institutions where the sport was part of the curriculum, and people of older age groups who, due to health reasons, are able to lead an active lifestyle, but for infrastructural and price inaccessibility of non-sportsmen. The analysis also revealed a lack of motivation for active sports. A study conducted by the authors made it possible to justify the feasibility of expanding public-private partner-ships, social entrepreneurship in the field of mass sports, stimulating the flow of private investments through tax credit preferences, marked taxes, introducing tax deductions for individuals on the amounts spent on sports, which will ease the burden to the fund of compulsory health insurance, activation of social projects in the field of sports for people with disabilities opportunities, popularization of mass sports and sporting events by means of social advertising. An integrated approach is needed to solve the problem of increasing the involvement of the Russian population in regular sports.
