THE COMPETITIVENESS OF THE NATIONAL ECONOMY: RISKS, THREATS, OPPORTUNITIES

Abstract. The economic development today is a global competition of systems and institutions, taking place under turbulence conditions. The estimation of competitiveness of economic actors at all levels is key to raising living standards and ensuring the growth of national well-being. Competitiveness is not only a multy-aspect and multilevel concept, which requires a multivariance of its enforcement mechanisms. The aims of the issue are 1) to identify methodological approaches to estimation of competitiveness at the macro, meso- and macro levels, including a risk-oriented approach 2) to identify opportunities and practical tools to enhance the competitiveness of the national economy. The general scientific and special methods, such as semantic analysis techniques, retrospective analysis, and statistical survey methods, were chosen as the scientific tools for this study. The information basis of the study is the statistics and analytical developments of the World Economic Forum, and of the Federal State Statistics Service. The theoretical and methodological ground of this research is the works of J. Stiglitz, C. Pissarides, M. Porter, and K. Skinner, R. Nureev, G. Kleiner, V. Avdiysky, V. Bezdenezhnykh and others. The basis of the presented study is basic definitions of competitiveness, methods of evaluation of competitiveness of various economic entities, principles and approaches of risk management. This article presents the results of research on identifying factors affecting the competitiveness of both the national economy as a whole and individual economic entities of the meso-level and entrepreneurial structures of the micro-level. The risk management system has to be monitored and adapted as necessary as the risks that it is attempting to manage change. As an issue to be debated, the author suggests the need to increase the level of intangible resources using and the institutional framework improving. That are for improving the competitiveness of the national economy. Tools to improve the use of intangible competitiveness resources are presented as practical recommendations.
