VARIATION ANALYSIS OF THE LABOR MARKET IN THE ADMINISTRATIVE AND TERRITORIAL FORMATIONS OF THE ORENBURG REGION

Abstract. In modern conditions of modernization of the Russian economy, transformations are also taking place in the employment system. The formation of regional labor markets is one of the main directions of this process. It requires the development of new approaches to ensure the effective functioning of the labor market. A pressing and multidimensional problem is the management of the region’s labor market: the effective use of labor resources, the provision of employment and the reduction of unemployment, the solution of which will increase the competitiveness of a particular region and country and in general. For the region, the problem of shortage of qualified personnel, deformation of the vocational qualification structure, low quality of labor resources is of the greatest interest. In connection with this, the object of research is the labor market in the administrative-territorial formations of the Orenburg region.

The purpose of the article is to study a complex economic phenomenon such as employment and unemployment on the basis of a variation analysis, namely the analysis of changes in the labor market indicators of municipalities of the Orenburg region. The dynamics of employed and unemployed people is characterized by changes that vary under the influence of many factors. The study of variation makes it possible to assess fluctuations in the dynamics of the region’s labor market. The analysis was performed using such numerical characteristics as indicators of the distribution center (mode, median, average value), scattering indicators (standard deviation, sample variance, range of variation, coefficient of variation).

To achieve this goal, the municipalities of the region were analyzed according to the level of salary accrued; the percentage of the unemployed population as a percentage of the working population in the Orenburg region; average oblast, maximum and minimum levels of registered unemployment in the Orenburg region; growth in the number of people not employed in the economy by region.

The practical significance of the results of the study lies in the fact that they can be aimed at developing a region's employment policy, choosing rational directions and differentiation in the context of groups of administrative-territorial entities of the Orenburg region. The results can be used as a basis for the development of specific measures for the active influence of the regional and city employment services on preventing and countering unemployment processes in the region.

Thus, the results of the study can be used for monitoring in order to regulate the development of the regional labor market of the Orenburg region and the formation of an effective system of functioning of the region’s labor market within the framework of reforms in the employment system of Russia.
