ALGORITHM FOR IDENTIFYING «GROWTH POINTS» IN THE FORMATION OF TERRITORIAL DEVELOPMENT STRATEGIES

Abstract. The sustainable socio-economic development of the regional economy is facilitated by focused investment support for leading industries, types of economic activities, and so-called «growth points» that can provide a multiplier effect and boost the development of other sectors of the territory’s economy, increasing the territorial additional product and increasing its competitiveness. In this regard, the issue of identifying and supporting such centers of economic growth in the development of strategies for the socio-economic development of territories and other strategic planning documents becomes relevant. At the same time, the process of searching for and identifying «growth points» often causes difficulties for government officials due to ambiguity in understanding both the «growth point» category itself, its characteristic features, and specific actions to identify it. In order to algorithmize the process, it is advisable to develop a methodological approach to their identification, which requires solving a number of tasks: clarifying the very concept of a «growth point», determining its significant characteristics, and actually developing an algorithm for its identification. The formulated purpose and objectives became the basis of the author’s research. To clarify the concept of a «growth point» and build an algorithm for its identification, general scientific methods were used – scientific generalization, systematic and comparative analysis, synthesis. The conducted research allowed the author to systematize the significant features of the «growth point», the range of application of this category, to develop a step-by-step algorithm for its identification and to structure its management mechanisms. The proposed algorithm has been tested in the process of developing and updating strategies for the socio-economic development of municipalities in the Vladimir region with the participation of the Center for Strategic Development of the Vladimir branch of the RANEPA, whose expert is the author of the study. The results of the approbation are presented in fragments in this article. The author’s methodological and practical recommendations on identifying the «growth points» of a territory can be used in the work of territorial executive authorities in developing socio-economic development strategies and other strategic planning documents at various levels of government. The author’s experience in identifying and managing «growth points» using the example of the Gus-Khrustalny district of the Vladimir region can be broadcast in other municipalities of other subjects of the Russian Federation. The methodological approach proposed in the article to identify «growth points» can become the basis for further development of theoretical aspects of strategic management of the territory.
