GROWTH OF PORT CARGO IN THE DEVELOPMENT OF THE PRIMORSK TERRITORY AND OTHER PORT REGIONS
Port facilities are considered multipliers of regional development. This mission is expected of them in Russia. World experience indicates that the development of ports has a powerful positive impact on the economy of the port regions, while such influence can be direct, indirect, and induced. The most important mechanisms of the port's impact on the economy of the region are the generation of value added, the creation of jobs and the payment of taxes to budgets of various levels. In recent years, the freight turnover of Russian ports has been growing at an accelerated pace, which makes the study of the impact of this growth on the economy of the regions urgent. At the same time, it should be borne in mind that this process has specificity - mainly raw materials exports are growing, in particular, oil pouring and coal handling.
In the light of these specific features of the growth of Russian ports' cargo turnover, the author of the article is aiming at studying the impact of cargo turnover of Russian ports on the economy of the port regions - whether there is such an influence, what kind it is (developing, stabilizing, restructuring the economy of the region) and how much it is expressed.
The specific task of the study is to identify the sectors of the economy of the regions in which the tendencies towards co-development with port facilities are most pronounced. With the use of regression analysis methods, correlation dependencies are established between the growth processes of cargo turnover in the ports of Primorsky Krai and other key port regions of Russia, on the one hand, and the development of individual sectors of the regional economy, on the other.
It is concluded that port facilities do not fulfill the role of locomotives for the development of the region at this stage, exerting a generally stabilizing influence, the effect of which can not be fully attributed to multiplicative ones.
The results obtained are of a rather general nature; for a more accurate assessment, special studies are needed to quantify the indirect and induced effects of the activities of Russian ports on the economy of the port regions.
