LABOR MARKET OF THE VLADIMIR REGION: PROBLEMS AND SOLUTIONS

Abstract. The regional market of human resources reflects trends and regularities of social and economic development of the territory, being the indicator of regional stability or instability therefore the research of its state and perspective is of interest to assessment of prospects of development of the region. Now a number of structural problems – unemployment among youth, an imbalance of supply and demand in labor market, discrepancy of quantity and quality of human resources to needs of employers is characteristic of the majority of Russian regions. Only timely assessment of current market condition of work, identification of expected structural changes and problems allow to refract, at the correct selection of the adjusting tools, negative trends and to normalize a market situation. For the purpose of identification of the main reasons of destabilization of the market of human resources of the Vladimir region and formation of ways of overcoming the undesirable phenomena and processes by authors the assessment of a condition of labor market of the region based on statistical materials was carried out. For obtaining reliable information about a condition of the market of human resources of area and development of solutions of problems general scientific methods – scientific generalization, system and comparative analysis, synthesis were used. The conducted research allowed authors to state a number of the problems characteristic of labor market of the Vladimir region: reduction of number of the persons entering working-age, outflow of able-bodied population to other regions, disproportions between the volume and structure of supply and demand, the high level of part-time employment. For their elimination, along with already used tools, authors proposed additional measures and forms of interaction of subjects of the market of human resources. The offered chains of interaction are not recorded and allow, if necessary, involvement of other participants interested in ensuring compliance of supply and demand in labor market. Author’s practical recommendations about improvement of measures of regulation of labor market of the region can be introduced in work of regional executive authorities. The offers developed on the example of the certain region can be used at further development of theoretical aspects of regulation of the regional markets of human resources.
