LABOUR MARKET TRENDS AND PROSPECTS IN THE TOURISM INDUSTRY OF THE RUSSIAN FEDERATION

Abstract. In modern socio-economic conditions, there are significant changes in many sectors and spheres of the economy, including the tourism industry. Changes in the political, economic or social state of the country directly affect the structure of tourist flows and, further, the state of the labour market of the tourism industry. The current and multidimensional problem is the analysis of the composition, structure, dynamics of the number of employees of this industry in the total employment of the population in the regions of Russia. In this regard, the object of the study is the labour market in the tourism industry of the Russian Federation and the Orenburg region. The aim of the study is to formulate recommendations and proposals for improving the labour market in the tourism industry in the regions of the Russian Federation, including in the Orenburg region. In order to achieve this goal, employment in the tourism industry in selected countries of the world (countries of America, Europe, Asia) was analysed; Dynamics of the number of employees in the tourism industry in the subjects of the Volga Federal District for 2009–2016; Dynamics of the number of employees in the tourism industry in the Orenburg region for 2010–2017; The forecast of labor resources balance in Orenburg region for 2019–2021 is presented. The project proposed by the authors of the regional center for additional education in the field of tourism, which involves the formation of a continuous system of education for all categories of citizens of the region and the increase of employment in the field of tourism, can be aimed at developing employment policies in the tourism industry of the region. The results obtained can be used as a basis for the development of concrete measures for the active impact of regional and urban employment services on the prevention and counteraction of unemployment processes in the region. The results of the study can be used to regulate the development of the labour market in the tourism industry of a particular region.
