ORGANIZATIONAL AND ECONOMIC MECHANISM OF PROCUREMENT ACTIVITIES OF OIL INDUSTRY ENTERPRISES: METHODOLOGICAL ASPECT

Abstract. Current legislation in the field of public procurement focuses on ensuring maximum transparency and openness of procurement at different stages of its implementation. However, at present, the methodology for assessing the effectiveness of procurement by commercial organizations is imperfect. The research topic is relevant. The purpose of the study is to develop the fundamentals of methodological support for the procurement system of oil refineries.

The object of the study is the oil company LLC “LUKOIL – PERM” in the “geological exploration, oil and gas production” segment.

The theory and practice of the mechanism for carrying out procurement activities of oil producing enterprises is the subject of research. The concepts and types of procurement, legal regulation of procurement activities in commercial organizations are revealed. An analysis of methods for assessing the effectiveness of procurement is provided. Systematization of information and technological support for procurement activities at oil producing enterprises was carried out. The main factors for assessing the effectiveness of the existing procurement system are identified: price, reliability and time. Based on the study of practical aspects, significant shortcomings were identified: procurement planning is unreliable, digital technology is not used enough, there is no system of criteria for assessing demand planning and procurement procedures. In this regard, in order to more accurately plan demand and apply fair prices, the corporate system of dictionaries and reference books (KSSS) of the LUKOIL Group has been improved. A system has been developed for assessing the effectiveness of procurement procedures in an oil producing company, which makes it possible to determine the effectiveness of inventories of material and technical resources (MTR) for all inventory items. A methodology has been developed for assessing the effectiveness of demand planning and budgets according to the data of the integrated management system of oil and gas producing subsidiaries (IMS NGDO).

To determine the level of competition of potential counterparties, an original method for assessing the effectiveness of the supplier selection process is proposed.

The practical significance lies in the possibility of applying the developed methodology in the practice of organizational and economic support for procurement at enterprises.

The study may be useful for specialists involved in procurement activities, for managers and those making management decisions related to achieving the goals of sustainable development of the organization.
