RESULTS AND PROSPECTS FOR THE IMPLEMENTATION OF THE STATE PROGRAM «LENINGRAD HECTAR»

Abstract. Small agricultural entrepreneurship is of great importance for solving the problems of development of the agro-industrial complex and rural areas, which determines the need for the development, including at the regional level, of specialized programs for their regulation and support. At the same time, the need to assess, both actual and potential effectiveness of the implementation of such programs for their timely adjustment, in order to save budget funds and increase the effectiveness of industry regulation, determine the relevance of this study.
The purpose of the article is to assess the interim results of the implementation of the Leningrad Hectare program and establish further prospects for its implementation, including in terms of the program’s capabilities in activating entrepreneurs with different motivational profiles, which is of fundamental importance for the effective achievement of the program’s goals.
To achieve the goal of the study, abstract-logical methods, economic-statistical and economic-mathematical research methods were used, including the method of analyzing hierarchies as a special method of decisionmaking. To collect empirical material, a survey method was used.
According to the results of the survey, it was found that a significant proportion of farmers in the Leningrad Region (65% of the total sample) are not ready to participate in the program. The main reason is the reluctance of farmers to move to «distant» areas (35% of the total sample), where the plots are allocated.
The results of the implementation of the program show that the prevailing demand falls on the sites located in the Slantsevsky district. It was found that only 22 % of the winners of the competition under the program are established agricultural producers operating in other districts of the Leningrad Region, which, in the first place, was the focus of the program. In general, at this stage, participation in the program is a way to simplify access to land for farmers operating in the participating regions, and for those who planned to move to rural areas for permanent residence and / or to engage in agricultural production, but without relevant experience. which is associated with the risks of non-fulfillment of their obligations. This determines the low efficiency of the program, in its current version of its implementation, in solving the declared problem of settling rural areas in depressed areas of the region.
It was found that the conditions of the Leningrad Hectare program presuppose motivation of entrepreneurs, under other conditions, in the organization of production and its implementation (land development), but less suitable for solving social problems («binding» to the territory), which in general reduces the effectiveness of the program.
The research results obtained are original, have scientific and practical significance. So, to assess the effectiveness of the program in motivating entrepreneurs with different motivational profiles, a proven author’s approach is used in studying the motivation of entrepreneurs and developing a motivational mechanism for regulating their activities and the method of hierarchy analysis. Thus, the scope of application of the method of analysis of hierarchies is expanding.
The obtained results of the study make it possible to assess the progress of the program, and can be used to adjust the Leningradsky Hectare program in terms of creating conditions for program participants and a system for evaluating the applications of contestants, which will help increase efficiency in achieving the goals of the program.
