LUXEMBOURG STATE DEPARTMENT: THE CENTURY OF TRADITIONS OF INNOVATION

Abstract. The relevance of the research topic is explained by the growing interest of many states to increase the efficiency and effectiveness of public governance. In the authors’ opinion The Grand Duchy of Luxembourg has managed to attain such a significant level of economic competitiveness and high living standards of its population due to efficient system of public governance. Luxembourg experienced four stages of economic transformation during a hundred-year period due to the forward-looking and strategically considered decisions. This article aims at studying the essence and governance mechanisms of evolutional transformation of the Grand Duchy. Such methods of analysis as social, economic and historic retrospective were used in this research.

The novelty of the subject of this article is proved by the authors’ approach to defining the stages of the development of the Grand Duchy of Luxembourg regarding its priorities in public decision-making. Moreover, there is absence of research neither in Russia nor in other countries. The practical relevance results in the possibility of applying innovative administrative technology in the sphere of public administration in the Russian Federation.

As a result, the authors came to conclusion that the phenomenon of the Luxembourg’s success is based on several pillars. Firstly, the system of governmental decision-making is grounded on a strategic and prospective approach to defining development priorities in the framework of inner political stability. Secondly, Luxembourg is known as a compact system with simpler managerial communications and hierarchy which complicates competition in a political arena. However, the decision-makers turn towards future which lets them be a step ahead of other players. The innovative character of the public governance in the Grand Duchy of Luxembourg represents a matter of academic interest and requires further studying. The mechanisms of the public decision-making in Luxembourg require further research.
