EMPLOYMENT OPTIMIZATION MODEL OF HIGHER EDUCATION EDUCATIONAL INSTITUTIONS GRADUATES UNDER ECONOMY DIGITALIZATION

Abstract. The relevance of the problem under study is due to two processes. On the one hand, the need for a growing digital economy for staffing is increasing, on the other hand, the existing qualification pit leads to the fact that the selection of personnel for work in the field of IT technologies is becoming more resource-intensive and does not always end with an optimal result that fully meets the needs of the employer. It becomes relevant to model the process of selecting a vacancy based on those competencies that a university graduate has mastered.

The purpose of the article is to build a mathematical model for optimizing the selection of vacancies for graduates of educational institutions of higher education, taking into account the individual level of development of competencies provided for the federal state educational standard. The model was tested on graduates who were educated in the field of IT-technologies.

The analysis of the dynamics of statistical data on the share of the employed population with higher education in the total number of employed population is applied. The proposed model is based on a competency-based approach that meets the standard of higher education. As a mathematical toolkit, a graph model of the semantic network is chosen.

As a result of the study, an increase in the share of the intellectual component in the professional activities of employees is substantiated, problems in the staffing of the digital economy are identified, a model based on a competency-based approach is developed that allows optimization and automation of the selection process.

The software package that describes the algorithms of the model is registered with the Federal State Budgetary Institution «Institute of Software Systems named after A. K. Aylamazyan of the Russian Academy of Sciences» and the Joint Foundation for Electronic Resources «Science and Education» (OFERNiO) as an electronic resource (certificate No. 24488 of 03/01/2020. «Model «Optimal distribution of human resources based on a competency- based approach»).

The materials of the article can be used in the work by researchers of the problems of staffing the digital economy, heads of enterprises and government bodies in the implementation of strategic planning for the development of human capital.
