Abstract. The relevance of the presented research lies on the fact that at the present stage the importance of sport as a factor in the development of human capital is increasing. As part of the implementation of programs and activities to create an effective sports infrastructure, it is advisable to assess the degree of influence of sports on the development of human resources; for this purpose, special tools and methods are used. The development of mass sports as a factor in improving the quality of human capital depends on the state of the existing infrastructure and the pace of commissioning of new sports facilities. Modern difficult socio-economic conditions place increased demands on the physiological state of citizens of the Russian Federation and the maintenance of physical activity, which cannot but affect changes in the requirements for the general state of the material base of mass sports and physical culture. That is why the choice of tools for assessing the degree of influence of sports infrastructure on human capital is relevant, since it allows us to formulate the prospects for the development of the entire complex of infrastructure as a whole.

Key words: sport, infrastructure, human capital, resource, potential, impact assessment.
