MONITORING DIGITAL TRANSFORMATION IN THE RUSSIAN REGIONS

Abstract. The relevance of monitoring the digital transformation of Russia’s regions is determined by the need to objectively assess the effectiveness of measures taken within the framework of the national program «Digital Economy», identify disproportions in the development of digital infrastructure, and create a reliable information base for making management decisions at the federal and regional levels.
The purpose of the article is to test the methodological developments for monitoring the effectiveness of digital transformation in Russian regions in the context of digital inequality. The study uses traditional methods of statistical analysis. The information base of the study includes sixteen indicators: indicators of the development of the ICT sector in organizations and among end users (the population), economic indicators, and socio-demographic indicators of the regions.
As a result of the work, indices of ICT use, the economic index, and the index of traditional communication infrastructure are proposed for monitoring digital transformation. This allowed for multi-level monitoring from 2011 to 2023 and identified key trends that determine the dynamics of digitalization in the regions and the country as a whole. The main driver during the study period was the transition of economic agents and consumers from traditional telephone infrastructure to mobile solutions and broadband Internet access. The population and organizations are optimizing their expenses in the face of economic crises by switching to cloud solutions, e-commerce tools, and new forms of employment. The leading federal districts include the Central Federal District, the North-Western Federal District, and the Ural Federal District, while the North Caucasian Federal District shows a significant lag.
The scientific novelty of the results lies in the grouping of indicators and the proposed indices, which allowed us to confirm the research hypothesis that the differentiation of not only countries but also regions in terms of the availability and use of ICT is a significant factor in the digital transformation of the economy. The results of this work can be used to develop targeted measures to support the regions. The proposed recommendations can contribute to the implementation of Russia’s national development goals.
