METHODOLOGICAL TOOLS FOR IDENTIFYING HIGH-TECH COMPANIES IN THE REGIONS OF THE RUSSIAN FEDERATION

Abstract. Relevance. The active introduction of the latest technological achievements, new challenges to human life safety, insufficiently effective management of socio-economic development contributed to the actualization of the study of regional development problems, and the lack of scientific elaboration of the problems of locating high-tech companies in the regions of the Russian Federation determined the choice of topic and the relevance of this study. Purpose of the study. Development of methodological tools for locating high-tech companies in the regions, substantiation of the advantages and disadvantages of analysis methods in terms of data availability.

Data and methods. In the process of writing this article, systemic and comparative analyzes, normative and positive methodological approaches, methods of working with WEB sites, monographic studies, research materials of domestic and foreign authors in the field of regional and digital economy were used.

Results. In this article, based on the study of domestic and foreign experience, the main directions of the functioning of high-tech companies in the economic market, their advantages and disadvantages are identified, factors, methods, patterns, principles and elements of the strategy are identified as methodological tools for placing high-tech companies in the regions. The article explains that the placement of a high-tech company is most influenced by labor, scientific, innovative, institutional, infrastructural and environmental factors. The identified regularities in the placement of high-tech companies will allow us to develop a regional strategy. The principles for locating high-tech companies should help develop policies to encourage the growth of the number of high-tech companies and their contribution to the development of the region. The list of indicators and criteria for the successful implementation of the goals of developing high-tech business in the region should contribute to clarifying reporting and the possibility of comparing results. Recommendations are formulated for the development of entrepreneurship and the life of the population of the region in the digital economy.

Conclusions. The elements of methodological tools for placing high-tech companies in the regions of the Russian Federation are identified and substantiated.
