Abstract. The article is devoted to the philosophical understanding of the development of human capital as the main link of innovative transformations in a modernizing society. The relevance of the issue under study is due to the fact that the effective reproduction of human capital primarily affects the formation of the intellectual community of society. The problem under study shows the fundamental foundations of the formation of human capital, where, along with the natural and technical sciences, a significant role is played by social and humanitarian disciplines led by philosophy. This is due to the fact that any social science, one way or another, deals with a person. The idea is substantiated that it is human capital, and not natural resources or fixed capital, that is an intensive productive factor in the development of the economy and society.
Based on the application of the actiological (activity) and axiological (value) approaches, a socio-philosophical analysis of the research interest in the creative abilities of a person, their activation, his intellectual activity is given, which coincides with the general pattern of development of philosophical science. In this article, human capital acts not only as a factor in economic growth, but also as a determinant of the country’s competitiveness on the world economic platform. In a developing country, education is becoming an important factor in the formation of human capital.
As a key evidence, the author notes that today it is necessary to use all available human potential in order for the country to make an intellectual breakthrough into the future. The article reveals a vector of thought aimed at the formation of human capital, which is based on the interests set by individual needs, implemented through motivation and stimulation of a person.
In conclusion, the author consistently comes to the conclusion that human capital plays a decisive role and is the most important factor in socio-economic growth and social welfare. The researcher draws attention to its priority component – the education system. As practice shows, education forms a personality, its lifestyle, plays a decisive role in the formation of a new generation of highly professional personnel for all spheres of life.
