INVESTIGATIONS CLASSIFICATIONS OF CARGO ISSUES OF CARGO IDENTIFICATION DURING TRANSPORTATION BY ROAD

Abstract. On different types of transport, the issues of cargo classification are not presented equally and it diverse even within the same mode of transport. A number of cargo classifications are fixed by law (hazardous, excisable, production and consumption wastes, and others). There are a number of procedures regarding state regulation (obtaining a license, permit, vehicle admission) when certain types of cargo are produced by road in the Russian Federation. The requirements have been developed and are aimed at improving road safety, and their violation leads not only to administrative fines, but also to a threat to the lives of traffic participants, loss (damage, death) to the cargo and a decrease in the efficiency of logistics distribution. Licenses and permits for the transportation of certain types of goods must be obtained in advance and in various supervisory and control departments of the Russian Federation, information on these procedures is not systematized and is presented in various federal laws. The issues of assigning cargo that the carrier accepts from the shipper to certain types of cargo can be considered relevant.
The aim of the study is to develop a cargo identification scheme to comply with regulatory requirements. The object of study is the transportation of various types of cargo by road. Subject of research is the compliance with regulatory and legal requirements for the transportation of certain types of cargo.
This article discusses the existing approaches to the division of goods into groups from the point of view of state regulation of the transportation process in road transport in Russia. At the first stage, eight groups of administrative-legal methods of state regulation of the transportation of commercial goods by road were identified. Through a thought experiment, using an analysis of the conceptual terminology of regulatory acts in the Russian Federation, four groups of individual types of cargo were identified: excess, dangerous, special and separate, which constitutes the scientific novelty of research.
The direction of further research may be the creation of an expert system for the unambiguous definition of measures of state regulation of the carriage of goods by road through the Russian Federation.
During the experiment, using an analysis of the conceptual terminology of regulatory acts in the Russian Federation, four groups of individual types of cargo were identified: excess, dangerous, special and separate, which is the scientific novelty of research.
The direction of further research is the creation of an expert system for the unmistakable determination of measures of state regulation of the carriage of goods by road through the Russian Federation.
