ORGANIZATIONAL AND MANAGERIAL ASPECTS OF THE DEVELOPMENT OF THE STATE INFORMATION SYSTEM OF HOUSING AND COMMUNAL SERVICES

Abstract. Digital platforms are actively embedded in socio-economic systems, causing transformation problems and creating the potential for their growth. This paper presents the results of a study of a number of processes that determine the functioning of a digital platform for the interaction of subjects of housing and communal services (HCS). The relevance of the study is due to the active development of digital technologies in the industry, which is associated with the implementation of a number of federal projects and an objective change in the equipment and technologies for the provision of housing and communal services. The proposed article is also a continuation of the author’s earlier studies of the effectiveness of the digital platform for housing and communal services [17, 18].

The purpose of the study is the formation of promising directions for the development of the State Information System of Housing and Communal Services (GIS HUS).

The study used methods of generalization and classification in the analysis of information sources and the formation of groups of influence factors. SWOT-analysis was used to systematize the factors and develop development directions.

The main results of the work are: generalization of existing studies of the processes of development of digital platforms and features of the functioning of the GIS housing and communal services in Russia; systematization of factors of the external and internal environment that affect the development of GIS housing and communal services using SWOT analysis; development of directions for the development of the GIS housing and communal services platform.

The novelty of the study lies in the developed on the basis of the systematization of the factors of influence of promising directions for the development of GIS housing and communal services. Key takeaways:

– the internal environment of the GIS housing and communal services is characterized by the economic isolation of the system operator, the availability of up-to-date, unique databases on the processes of housing and communal services, wide integration with other digital resources, the economic inefficiency of the platform, difficulties with loading information by suppliers, a limited list of services;

– external factors of influence are: favorable state policy, stable demand for housing and communal services; high level of «administrative pressure»; emergence of alternative platforms and services; insufficient number of «qualified users» of the platform;

– actual directions for the development of the GIS housing and communal services are: improving the quality of information on the platform, expanding the functionality of the GIS housing and communal services by providing additional services, the use of big data and artificial intelligence technologies by the authorities in decision-making and the development of programs for the development of the industry.

The directions of development identified as a result of the study can be used by the authorities in the implementation of the policy of digital transformation of the housing and communal sector.

Promising areas for further research are: forms and directions of integration of GIS housing and communal services with private service developers, the marketing strategy of the platform operator in the face of increasing competition from alternative digital resources, the problem of ensuring the profitability (break-even operation) of the platform, the development of a risk map, models of digital competencies for employees of housing and communal organizations.
