DEVELOPMENT OF A METHODOLOGY FOR ASSESSING THE COMPLEXITY OF ROUTES DURING THE TRANSPORTATION OF PASSENGERS, TAKING INTO ACCOUNT THE LEVEL OF SECURITY OF TRANSPORT SITUATIONS

Abstract. The relevance of the problem under study is due to the high accident rate involving route vehicles and the absence of a safety indicator in determining the integral indicator of the level of quality of transport services to the population. The purpose of the article is to improve the safety of passenger transport in municipalities. Analysis of regulatory documents showed insufficient attention to safety issues at the stage of development of technological process of passenger transportation service provision. At present, there are no scientifically reasonable criteria for the selection of a route scheme in terms of the level of complexity of the route and its safety under various road traffic management schemes, the possibility of using priority in the traffic of route vehicles. According to statistics, the main cause of road traffic accidents is violation of traffic rules by bus drivers, at the same time high psycho-physiological tension of work on difficult routes together with insufficient qualification and is the main cause of errors in driving. On the basis of the analysis of the regulatory and technical documentation, it seems useful to further use the level of complexity of the route of vehicles in determining the level of quality of transport services to the population, which will be determined primarily by the level of organization and road safety. The use of this indicator will contribute not only to improving the safety of passenger transport, but also to improving road safety in general in municipalities. A method of estimating the complexity of routes has been developed, taking into account the values of private accident factors for traffic conditions in urban settlements. A study of bus route No. 40 of the city of Orenburg found that the main factors affecting the complexity of the route were maneuvering at the stop point in the ride pocket, the passage of regulated crossings and the presence of unregulated pedestrian crossings. At the same time, the high values of the difficulty indicator of these situations are related not only to their significant number on the route, but also to the high accident rate on these sections. The introduction of the proposed methodology will allow to predeterminate the design of the future street-road network and establish a list of priority measures to reduce the complexity of existing routes of urban passenger transport.
